Medicare Supplement insurance policies (or Medigap) are sold by private companies. These plans can help pay some of the health care costs that Original Medicare doesn't cover, like copayments, coinsurance, and deductibles. Supplements may also offer coverage for services that Original Medicare doesn't cover. Every Medigap policy must follow federal and state laws designed to protect you, and it must be clearly identified as "Medicare Supplement Insurance."
Insurance companies can sell you only a "standardized" policy identified in most states by letters (like Medigap Plan A, C or F and more). For example, all Plan F and Plan C Medigap policies cover skilled nursing facility care coinsurance. However, a Medigap Plan A does not provide that supplemental coverage. Some of the Medigap supplemental policies also cover 80% of foreign travel exchange (up to plan limits). Even though coverage is “standardized” across insurance carriers, the price for these plans can vary from company to company. If you’re considering a standardized Medicare supplement, you should work with an independent agent to find the best Medigap supplemental policy for your needs, while taking customer service and price into consideration.
Some Medigap policies sold in the past covered prescription drugs, but standardized Medigap policies sold after January 1, 2006 aren't allowed to include prescription drug coverage. If you want prescription drug coverage, and you’re on Original Medicare you should strongly consider adding a Medicare Prescription Drug Plan (Part D) as soon as you are eligible.
The “best” Medicare Supplement plan (Medigap) may be different for each person. One of the most popular, most comprehensive, and most costly supplements is Medigap Plan F. This plan is scheduled to phase out in the year 2020. Your independent insurance agent can assist you in selecting the right supplement for your needs and find your own “best” option.
Types of Medicare Advantage Plans, where available, may vary from county to county within each state. There may be several companies to choose from. The different types of Medicare Advantage plans are:
- Health Maintenance Organization (HMO) Plans
- Preferred Provider Organization (PPO) Plans
- Private Fee-for-Service (PFFS) Plans
- Special Needs Plans (SNPs)
- HMO Point of Service (HMOPOS) Plans: An HMO Plan that may allow you to get some services out-of-network for a higher cost.
- Medical Savings Account (MSA) Plans: A plan that combines a high deductible health plan with a bank account. Medicare deposits money into the account (usually less than the deductible). You can use the money to pay for your health care services during the year.
If you’re eligible or receiving both Medicare Part A and Medicare Part B, you qualify for Medicare Advantage plans offered in your area. Specific enrollment periods apply.
If you have other coverage, such as through a work plan or TRICARE, you should consider your options carefully before making any changes. For example, a company plan may offer coverage to retirees that meets or exceeds requirements for “creditable coverage” under Medicare rules. To remain on TRICARE for Life after age 65, eligible members generally must pay a Medicare Part B premium.
You may be charged an ongoing penalty if you don’t obtain creditable drug coverage as soon as you are eligible for Medicare. The late enrollment penalty is an amount added to your Medicare Part D monthly premium. You may owe a late enrollment penalty if, for any continuous period of 63 days or more after your Initial Enrollment Period is over, you go without one of these:
- A Medicare Prescription Drug Plan (Part D)
- A Medicare Advantage Plan (Part C) (like an HMO or PPO)
- Another Medicare health plan that offers Medicare prescription drug coverage
- Creditable prescription drug coverage
Yes, but make sure it has creditable coverage so that you aren’t penalized later. Social Security also has a quick enrollment that allows you to apply for Medicare ONLY, and delay other Social Security benefits for people still working.
Yes, you can APPLY at any time, but you may not be accepted by the insurance carrier. It’s IMPORTANT to note that your acceptance is guaranteed on your choice of supplements available to you during a specific period 3 months before the month you turn 65, through the 3 months following your birth month. You may apply for supplements outside this window, but you may not be accepted. It’s important to take advantage of this window of opportunity that is only available once in your lifetime.
If you have TRICARE and are turning 65, then you will need to pay the Part B premium to stay on TRICARE for Life. Usually, TRICARE becomes the second payer after Medicare. If you have employer-sponsored group coverage, you can delay your Part B coverage, however, you won’t have TRICARE coverage if you don’t have Medicare Part B.
We highly encourage you to talk with a reputable agent if someone is recommending that you exchange your TRICARE for a Medicare Advantage plan. Don’t make changes that affect your TRICARE benefits.
People who qualify for both Medicare and Medicaid may receive additional assistance in paying their Medicare premiums. If you have special health needs or are eligible for both Medicare and Medicaid, we recommend working with an independent agent who can assist in obtaining a plan that meets your specific needs.
Medicare doesn't cover most dental care, dental procedures, or supplies, like cleanings, fillings, tooth extractions, dentures, dental plates, or other dental devices. Medicare Part A (Hospital Insurance) will pay for certain dental services that you get when you're in a hospital. Part A can pay for if you need to have emergency or complicated dental procedures, even though the dental care isn't covered.
